Whether his Department currently has a plan and the funding to deal with the complete upgrade of the municipal flats in Paarl East; if so, what are the relevant details?
My department does not provide funding for the upgrading of the properties in question as the Drakenstein Municipality is the custodian. The municipality has indicated that the maintenance and upgrading of their rental stock of which the bulk is in Paarl East, is ongoing. Approximately R2 million is budgeted annually for the maintenance.
During the 2018/2019 financial year, a capital amount of R1.9 million was spent on the upgrading of various rental units in Klein Nederburg, Chicago and Blommedal, whereby upgrades and refurbishments took place.
The upgrade and refurbishment will continue during the current financial year.
