(1)    (a) What is the purpose of the Title Deeds Grant Programme and (b) how is funding sourced for this programme;

(2)    with regard to Title Deeds Grant Programme since its implementation in the province, (a) what is the total rand value of the grants, (b) how many title deeds have been delivered in the same period and (c) what is the status of the backlog;

(3)    having noted that the national government intends to cease the Title Deeds Grant Programme in the next financial year, whether he has taken steps to consult his national counterpart in this regard; if so, (a) what is the outcome of such consultation and (b) what impact will the ending of this programme have on the province?
 

Answer Body: 

(1)(a)    The programme was introduced by the National Department of Human Settlements during the 2016/19 financial years in order to initially attend to the outstanding transfers of subsidized units constructed between 1994 and 2014.

    Later, due to the huge backlog, dwellings constructed prior to 1994 were also included.

    (b)    The National Department now annually makes funding available to provincial departments.

    Since municipalities essentially are the implementing agents, my department co-ordinates the reissuing of the funds to municipalities on the bases of the Title Deed Restoration Business Plans.

(2)    The total allocated funds for TRP matters, including the current financial year 2020/21, is R221 232 781.  Successful transfers for the TRP Proper Period is approximately 27500. The current backlog is approximately 58500. 

(3)    The matter of the cessation of the Title Deeds Grant Programme was discussed at the last MinMec meeting and I provided input in this regard. The outcome is that the decision remains to cease the programme. The impact means that funding for the programme will have to come from the HSDG grant and therefore it will have a negative impact on the Province financially.
