With regard to Minister Bheki Cele’s utterances that the law enforcement officers deployed in various communities are “unaccountable thugs who should be jailed with their leaders”:
- Whether he and his Department have responded to the statement; if not, why not; if so, what are the relevant details;
- whether all the trained and deployed law enforcement officers are in possession of firearm competency certificates; if not, why not; if so, what are the relevant details?
Answer Body:
1) If the Minister of Police, Bheki Cele, has any information of criminal activity by law enforcement officers, this should be reported and investigated so that a court of law may find them either guilty or not guilty based on the merits of the evidence provided.
(2) The City of Cape Town has advised me as follows:
The City Manager has instructed that no parliamentary questions are to be responded to during the lockdown period.
