  1. Whether his Department has legislation planned for land evictions; if not, why not; if so, what are the relevant details;

 

  1. Whether his Department has programmes to educate new housing beneficiaries about the value of their property; if not, why not; if so, what are the relevant details?
Answer Body: 
  1. The current legislation namely Prevention of Illegal Eviction (PIE) Act, adequately addresses all issues of evictions.

                                                                                

  1. My department has a Housing Consumer Education (HCE) programme that focuses on empowering communities of their Rights, Roles and Responsibilities as new property owners. The programme inter-alia addresses the importance and need for a Will and pre-emptive right, that both speak to the property as an asset and the value it adds to the individuals and their families.

The programme is a National Government initiative that was established in Nov 2006 and was rolled out by my department during February 2007.

My department stipulates HCE as a basic requirement in all Housing Project approvals.   Beneficiaries’ are required to attend a HCE training session before occupation.  The programme is rolled out in all Human Settlements projects/ programmes in the different Municipal areas of the Western Cape Province.
