Transport and Public Works
Since the commencement of the national lockdown:
- How many roadblocks were conducted across the province, (b) where were these roadblocks located, (c) how many vehicles were inspected at these roadblocks and (d) how many individuals have been arrested due to not adhering to regulations in respect of transport during this period of lockdown?
Since the commencement of the National Lockdown from the 26 March 2020 until now, in terms of the Disaster Management Act, Provincial Traffic Services were clustered under the emergency personnel of security services as an essential service and are secondary law enforcement partners to the South African Police Services.
Their core mandate and objectives are to ensure that road users comply with Disaster Management regulations, including but not limited to controlling the movement of road users on the province’s major road network, including those road users who provide all frontline and essential services.
A total of 1 037 roadblocks has taken place thus far and as part of planned joint interventions to achieve their objectives, Provincial Traffic Services are providing resources at eight (8) fixed 24/7 major roadblocks namely:
- N1 Beaufort West Weighbridge
- N2 Toll Plaza Plettenberg Bay
- N9 Gwarrie Poordt EC/WC border
- N7 / Bitterfontuin
- R303 and R46 and NC and WC
- R61 Aberdeen KM 70, Beaufort West Hospital
- N1 Okavango
- N2 Spine Road
As part of our secondary Vehicle Check Points (VCPs) which are located at nine (9) strategic points, we deploy resources to:
- R316 Napier
- N1 Matjiesfontein and R45 Matjiesfontein
- N2 Petro SA Mossel Bay
- N2 Swellendam Weighbridge
- R27 Km 101
- R45 Koperfontuin
- N7 Piketberg
- N7/ Clan William and Van Rhynsdorp
- N1 Rawsonville Weighbridge
Provincial Traffic Services also deploy normal patrol duties to monitor driver behaviour to ensure compliance and to monitor all secondary routes to ensure that no deviations occur to miss these roadblocks and vehicle check points.
(c) A total of 21 076 vehicles were inspected in line with the Disaster Management Regulations and all other applicable legislation.
(d) A total of 422 persons were arrested due to not adhering to the regulations.
