Community Safety
With regards to the Covid-19 outbreak and the subsequent lockdown declared by the President:
- Whether law enforcement officers have been deployed to assist during the lockdown period; if not, why not; if so, what are the relevant details;
- what support is being given to other municipalities outside the City of Cape Town, given the fact that trained law enforcement officers are only being deployed in the metropolitan area;
- whether he can provide a detailed breakdown of the tasks undertaken by the law enforcement officers during the lockdown period; if not, why not; if so, what are the relevant details?
The City of Cape Town informed me as follows:
(1) The City of Cape Town Safety and Security Directorate is part of the deployment operating on 24-hour basis by supporting the South African Police Services (SAPS).
Metro Police, Traffic and Law Enforcement supplement the 24-hour deployments of SAPS through the:
- Cape Town SAPS Cluster Team, VCP Cluster Team.
- Wynberg SAPS Cluster Team, VCP Cluster Team.
- Mitchells Plain SAPS Cluster Team, VCP Cluster Team.
- Nyanga SAPS Cluster Team, VCP Cluster Team.
- Khayelitsha SAPS Cluster Team, VCP Cluster Team.
- Bluedowns SAPS Cluster Team, VCP Cluster Team.
- Tygerberg SAPS Cluster Team, VCP Cluster Team.
- Milnerton SAPS Cluster Team, VCP Cluster Team.
- Faure SAPS Metropole Team, VCP Metropole Team.
Metro Police, Traffic and Law Enforcement form part of the 24-hour deployments at the five major SAPS roadblocks in the Metropole. Metro Police, Traffic and Law Enforcement form part of the 24-hour deployments in the PROV JOC of SAPS.
(2) Currently, there is no support rendered in terms of Safety and Security outside of the Metropole.
(3) As indicated in question 1, the City of Cape Town Safety and Security Directorate supports SAPS and forms part of the following actions:
- Enforcement of COVID19 regulations
- Traffic enforcement
- By-law Enforcement
- Crime Prevention
- COVID-19 operations with SAPS
- Covid-19 Vehicle Control Points with SAPS
- Major Route Roadblocks with SAPS.
- Management of safety and security of Strandfontein Homeless site
- Management of Wingfield Refugee site.
