  1. (a) What is the update on LEAP deployment, including (a) the number of law enforcement officers who have been (i) recruited and trained and (ii) deployed and (b) what the total breakdown is of costs incurred for the (i) recruitment and training and (ii) deployment of these law enforcement officers;
  2. what is the salary range for the different ranks of law enforcement officers;

 

  1. whether any of the law enforcement officers, who are part of the Safety Plan, are earning EPWP salaries; if not, why not; if so, what are the relevant details;
  2. whether there are any law enforcement officers, who have completed training, who are not deployed; if so, (a) what are the relevant details and (b) what are the details of all these officers;
  3. whether the nationwide lockdown has had an impact on the training and deployment of boots on the ground; if not, why not; if so, what are the relevant details;
  4. what is the number of officers who have been deployed in priority crime areas, including (a) the details of the areas in which they are deployed and (b) what the scope of their of work is?

(1)(a)(i) 455 LEAP officers have been recruited and trained.

(ii) Currently 438 LEAP officers are deployed.

               (b)(i) Recruitment and Training cost to date:  R3 765 651.99

                   (ii) Deployment cost (excluding support and chain of command) to date:  R56 390 538.72

(3)            No. The City of Cape Town appointed all LEAP officers as Learner Law Enforcement Officers (LLEOs) and not on EPWP. 

(4)(a)       There are currently 16 LEAP officers who have completed training and cannot be deployed operationally because clearance cards for these officers has not been issued by SAPS yet.  The delay in issuing the clearance cards has resulted in the expiry of their previous applications and therefore all 16 officers are required to retake fingerprints and re-submit their applications to SAPS.

     (b)       Please note that in terms of the Protection of Personal Information Act No.4 of 2013 we are unable to disclose personal details of the 16 LEAP officers.

(5)            The COVID – 19 pandemic that lead to a national lockdown has impacted training and deployment, as LEAP officers were deployed to Covid-19 hotspots and all training was stopped on 26 March 2020.  COVID-19 also affected the in-basket training as well as the plan to implement tactical street survival training for all staff working in priority areas.  Training such as Pepper spray training has not been re-introduced as yet as part of the COVID-19 protocols.  Decisions on the safe implementation of this training will be made after 15 October 2020.

(6)(a)        During stages 5 to 2 of the national lockdown LEAP officers were deployed in the Covid-19 hotspot areas.  Currently officers have been re-deployed to 4 priority crime areas namely Delft, Khayelitsha, Bishop Lavis and Philippi (Hanover Park). The number of members deployed to hotspot areas during lockdown varied daily  from 194 – 403 officers for May and June 2020.

(b)         The duties of the LEAP officers include dealing with vehicle stop and searches, bi-law enforcement and general crime prevention initiatives.
