  1. Whether there are any councillors who are in arrears with their municipal or services account; if so, (a) what are the relevant details and (b) what measures have been put in place to monitor and prevent this;
  2. whether councillors owing money to municipalities have had any impact on service delivery; if not, why not; if so, what are the relevant details?
Answer Body: 
    1. It should be noted that out of 30 municipalities, 19 municipalities confirmed not to have any councillors who are in arrears with their municipal or services account, however, details were received from 11 municipalities where there are such cases. Notwithstanding the latter, it should furthermore be noted that District Municipalities do not issue municipal or service accounts. The reply to questions (a) and (b) is contained in the attached schedule for ease of reference. It is furthermore necessary to state that it is the responsibility of the Speaker to enforce the Code of Conduct for Councillors in the event that there is a breach of Item 12A of the Code.

The response as to whether monies owed to municipalities by councilors has had any impact on service delivery is accordingly populated in the attached schedule with reasons provided by the respective municipalities.
