With reference to the Premier’s proclamation in SOPA 2019 that “for our part, I can announce today that the Western Cape Government will look to match the extent of any national-government-owned land released to be used for the development of housing”:
- Whether he can provide a list of all provincial government land that is available for release in accordance with the Premier’s announcement; if not, why not; if so, what are the relevant details;
- what is the motivation behind waiting for the national government before the provincial government releases the land that is desperately needed for integrated human settlement in the province;
- what are the provincial government’s plans for integrated human settlements?

- Within the Western Cape Government, the Department of Transport and Public Works has already committed to a possible partnership on Top Yard, Erf 96174 Cape Town when it is surplus to the Department’s needs. The property is well located for consideration of best value that includes the possibility of the development of affordable housing and is 1.1622 Ha in extent.
Further to the afore-mentioned, the Department of Transport and Public Works has or is in the process of availing the following assets to the Department of Human Settlements for human settlement development:
- Erven 329 and 331 Hoekwil, at Wilderness Heights (6.8367 hectares)
- Portions 10 & 18 of the Farm 727 Joostenbergvlakte (De Novo), with the exception of land parcels required for continued institutional use (193.7074 hectares)
- Erven 6361, 6362, & 6348 Parow (0.1934 hectares)
- Erf 620 Ottery (1.6188 hectares)
- Erven 424, Portion of Remainder of 431, 440, 441, 442, 443, 444, 445, 446, 447, 448 and Portion of 2733 Oranjezicht (1.4696 hectares)
- Erf 109533 Cape Town, Charlesville (2.5 hectares)
- Erf 47585 Mitchell’s Plain (3.3511 hectares)
- Erven 21028 and 21029 George (4.11 hectares)
- Erf 757 Ottery (4.281,440 hectares)
(2) As can be seen the department has not been waiting for the national government before the provincial government releases land for integrated human settlement development in the province.
(3) The department has also earmarked Remainder Erf 281and Erf 282 Roggebaai for a residentially-led, mixed use development, creating a vibrant, inner-city cultural and creative hub, which process is currently in progress.
