10. (a) The WCED infrastructure provision for the 5-year period will be guided by 3 pillars:
- Resilient and Inclusive Growth
Schools survive, adapt and thrive in the context of chronic stresses and the risk of shocks
- Equitable Access
Learners, particularly our most vulnerable ones, have access to quality learning opportunities
- Future Fit and Relevant Education
Innovations transform what and how children learn, and help all young people develop the breadth of skills they need to thrive today and in the future
- The WCED is committed to the eventual replacement of all inappropriate structures. In the Western Cape inappropriate structures refer to schools that could be dangerous or pose a health and safety risk to learners and teachers. This process of replacement will stretch over several years and could include the following:
- The removal of structures that are in an unsatisfactory condition and no longer needed at schools;
- Closure of inappropriate schools; and
- Replacing inappropriate structures with new permanent structures that is in alignment with WCED strategic objectives to enhance the participation in Technical Vocational Subjects, the Arts and Agriculture.
- The WCED will in future build new schools that address the critical needs in the industry. New schools will focus on the Technical Vocational subjects, the promotion of the Arts and Agri-subjects. The building of new schools should simultaneously address the need for learner placement in the Western Cape Province.
- Names of new and replacement schools planned for the next 5 years have been prepared and will be made public once they have been signed off by the HOD and the MEC.
