With reference to the funding allocation to the Western Cape Safety Plan:

  1. Whether he can provide a detailed breakdown of expenditure as at 7 February 2020; if not, why not; if so, what are the relevant details;
  1. (a) what are the details of the training that the law enforcement officers receive, (b) what is the duration of training, (c) what amount is spent on each trainee for the duration of training and (d) how many officers have completed the training to date?

 

Answer Body: 

12.    (1) The Department of Community Safety received additional funding from Provincial Treasury for the Law Enforcement Advancement Plan (LEAP) for the 2019/20 financial year.  The Department did not make any payments towards the LEAP by 7 February 2020 and therefore no detailed breakdown of expenditure can be provided. 

The Transfer Payment Agreement between the Department and the City of Cape Town was not finalised at this date and transfer of funds did not take place.

It is anticipated that the Department will transfer the R130 million allocated towards the LEAP for 2019/20 to the City of Cape Town before 31 March 2020. 

The other projects and plans which are the responsibility of the Minister of Community Safety will be implemented in the 2020/21 financial year. This means that no expenditure has been incurred by 7 February 2020 on those projects and plans.

(2) (a)  

Basic training required prior to deployment includes:

  • Peace office training;
  • traffic wardens certificate; and
  • City of Cape Town By-Laws.

 

Full in-basket training includes:

  • Basic Firearms Training
  • Radio procedure,
  • stop and approach
  • Docket and Statements
  • Tonfa/baton Training 
  • Pepper Spray
  • Powers & duties
  • Tactical street survival

 

(b) 7 Weeks

(c) R12 903.73 per trainee

(d) All Law Enforcement Officers have received basic training. To date, 353 officers have received full in-basket training. Training will be ongoing in a commitment to improving skills and ensuring service delivery excellence.
