With regard to the City of Cape Town’s water augmentation plan and desalination in particular:

  1. (a) What was the value of the tender awarded for the desalination plants at (i) Strandfontein, (ii) Monwabisi, (iii) Strand, Harmony Park, and (iv) Hout Bay, Dido Valley, and (b) for what period did the plants operate;
  2. whether these plants were decommissioned or transferred; if so, what are the relevant details;
  3. (a) how much compliant potable water was supplied by each plant to the City of Cape Town and (b) what was the cost per megalitre supplied to the City of Cape Town;
  4. whether there was a water price agreement; if so, (a) what was the agreed price and (b) how much did the City of Cape Town pay to the service provider for the water supplied?
Answer Body: 

1)(a) Out of locations listed above, tenders for temporary emergency

           desalination capacity was only established at Monwabisi and

           Strandfontein.

  1. Strandfontein – 24 month contract period. No longer operational since start of decommissioning phase on 17 June 2020.

      Monthly Fixed Cost: R6 339 558.00

      Variable Cost: R8, 64/kl

  1. Monwabisi – No longer operational since start of decommissioning on
    26 September 2020.

       Monthly Fixed Cost: R6 801 996.00

       Variable cost: R9, 59/kl

V&A Waterfront – Contract terminated by service provider in May 2019.

  • Monthly Fixed Cost: R1 462 642.83
  • Variable Cost: R9, 59/kl

When the contractor under-produces, the monthly fixed cost is reduced according to the contract.

The following was paid until 13 August 2020 for water produced from the Desalination Plants in question:

  • Strandfontein: R165 151 015.12 (excluding VAT)
  • Monwabisi:      R171 028 003.76 (excluding VAT)

2) Plants were decommissioned after the contract period concluded.

3(a) Strandfontein Desalination Plant: 3886 mega litres. The plant is being

        decommissioned.

       Monwabisi Desalination Plant: 4139 mega litres by 13 August 2020.

4) Out of the locations listed above, tenders for temporary emergency   

     desalination capacity was only established at Monwabisi and Standfontein.
