Programmes and Initiatives Related to Addressing Gender-Based Violence March 2020
- Introduction
The table below comprises inputs from the various departments on their programme and budget contributions towards addressing gender-based violence in the province, which includes the Safety Plan priority areas. The departments listed below all provide direct services in relation to GBV. In some cases, their GBV contribution has been mainstreamed into an existing programme (in which case there is not a separate budget item), while in other cases, the contribution is a stand-alone programme with a dedicated budget.

Premier | Provincial Strategic Plan 2019 – 2024
Reducing gender-based violence is a cross-cutting theme within VIP 1 of the Provincial Strategic Plan. Initiatives are predominantly aimed at the factors contributing to GBV, such as individual and familial-level risk factors of inter-personal violence or alcohol abuse, and addressing broader social risk factors of toxic masculinity culture.
Other core pillars of the GBV intervention framework includes access to justice, social services, sexual and reproductive health services, economic empowerment, safe transport, safe public spaces, and functional and serviced settlements. Internally provincial staff will be supported through training in sexual harassment policies and gender mainstreaming. Support will also be provided to municipalities with capacity building actions on gender mainstreaming.
Safety Plan
The violence prevention arm of the Safety Plan aims to address the risk factors of crime, and of violent crime more specifically. A key objective of the Violence Prevention Strategic Framework is to elevate interventions for the most vulnerable groups in the Province and ensure they are covered by the primary, secondary and tertiary intervention universe. This includes interventions geared towards GBV.

Social Development | The purpose of the Victim Empowerment Programme (VEP) is to design and implement integrated programmes and services to support, care and empower victims of violence and crime, with a focus on women and children. The VEP programme funds 16 shelters and 34 NGOs rendering psycho-social support to adult victims of crime and violence and their dependents. The Department subsidises shelter beds and provides funding for security at shelters. Further financial contributions include salary subsidies of Social Workers, Housemothers and carers at the shelters, Social Worker salaries at NGOs rendering support services to victims of crime and violence as well as funding for the economic development of women at the shelters. The Department also contributes to the operations of the Thuthuzela Care Centres (TCC). The VEP programme will over the 2020/21 – 2022/2023 MTEF period expand its shelter services in areas where service delivery gaps have been identified. This includes areas such as Eden Karoo, Garden Route, West Coast and Overberg. The VEP programme will also expand bed spaces at existing shelters (e.g. Ocean View) and increase subsidies for bed spaces at the shelters. Social Auxiliary Worker posts will be provided to shelters and the TCCs. The NPA is in process of operationalising the TCC in Paarl and the Department will provide psycho-social interventions for woman and children at the TCCs. Additional priorities over this period include:
| The VEP has been allocated R171.988 million over the 2020 MTEF period to provide early intervention, prevention, psycho-social support and reintegration services to victims of crime and violence.
The Department has also allocated R59,715 million over the 2020 MTEF to appoint social workers, who will be deployed primarily to areas with a high prevalence of gender-based violence, substance abuse and issues affecting children.

Community Safety | Community Safety is the main funder of the Chrysalis Academy training programme. The programme covers gender stereotyping and gender sensitisation. In addition, the Chrysalis Academy will implement other programmes in line with the Safety Plan where gender issues will be addressed by teachers through general support sessions provided to schools. Chrysalis will also be expanding their footprint into communities via youth hubs.

Agriculture | The Rural Development Programme’s Rural Youth Intervention project is focused on youth from the rural and agri-worker communities (especially agri-worker households). It provides a life skills course with topics like self-esteem, self-confidence, sexual awareness and asserting yourself.
