  1. What are the minimum conditions that apply to local governments for the appointment of point duty officers assisting with traffic flow at road intersections during sports events that affect traffic flow;
  1. whether it is possible for local governments to employ point duty officers part-time; if not, why not; if so, what would be required of these officers, for example uniforms and qualifications?

 

Answer Body: 

(1)   There is no reference to “point duty officers” in terms of the National Road Traffic Act. Only Traffic Officers and Traffic Wardens have the necessary powers to direct traffic flow.

(2)   Local governments can employ people part time to direct traffic provided that they have a traffic officer or a traffic warden qualification.
