(a) How many community-development workers are employed by the Kannaland Municipality, (b) what is their purpose, (c) how much is their stipend and (d) who funds their operations?

Answer Body: 

           (a) The 6 (six) Community Development Workers (CDWs) in Kannaland Municipality are employed by the Department of Local Government. These CDWs are on the staff establishment of the Department of Local Government. Kannaland Municipality does not have Community Development Workers on their own employment.

           (b) In line with Section 108 of the Public Service Regulations 2016, the purpose of CDWs is to: 

  • assist with improving service delivery and accessibility of services to the public; 
  • assist with inter-governmental coordination between government line departments and the three spheres of government;
  • facilitate community development and stronger interaction and partnerships between government and communities; and
  • support participatory democracy.

            (c) CDWs are public servants who are employed in terms of the Public Service Act, 1994 and are remunerated on a Salary Level 6.

            (d) The Department of Local Government as the employer of the 6 (six) CDWs, based in the Kannaland Municipality, is responsible for the funding of their operations.
