Local Government, Environmental Affairs and Planning
In terms of the Local Government Municipal Structures Act, 1998 (Act 117 of 1998), a Municipal Council may establish one or more committees necessary for the effective and efficient performance of any of its functions or the exercise of any of its powers:
- What is the function of the Leadership and Development Committee established by the City of Cape Town’s Municipal Council;
- Whether the Leadership and Development Committee complies with the requirements of section 79 of the Local Government: Municipal Structures Act, 1998, namely that it may be “necessary for the effective and efficient performance of any of its functions or the exercise of any of its powers”, if so, what functions or powers are these;
- (a) when was this committee established;
(b) which Executive Director reports to this Committee; and
(c) what has been the cost of this Committee to the City since the establishment of this Committee?
The following information was received from the City of Cape Town:
(1) The function of the Section 79 Leadership & Development Portfolio Committee in the City of Cape Town is to exercise oversight over capacity building of Councillors in the City of Cape Town;
- According to the City of Cape Town, the Leadership & Development Committee complies with section 79 of the Local Government: Municipal Structures Act. Its powers and functions are set out in Section B of Part 21 of the City of Cape Town’s Delegations which states that:
“The Committee exercises oversight in respect of the following functional areas:
- Capacity building of councillors to exercise leadership in accountable government and governance as provided through the upper limit regulations of Local Councils;
- To strengthen ability of city leadership to exercise responsibility and accountability as set out by the King reports adopted by Council.”
(3) (a) The Committee was established at the Council meeting held on 13 December 2018;
(b) The Executive Director for Urban Management reports to this Committee; and
(c) In terms of the Development of Councillors the Training Budget and Expenditure for Councillors is tabulated below for the respective financial years as outlined:
