Community Safety
With regard to the funding, recruitment, training and deployment of investigators as part of the Western Cape Safety Plan:
(a) What progress has been made with regard to the funding, recruitment, training and deployment of these investigators, (b) what is the breakdown of the expenditure for the recruitment, training and deployment of these investigators from September 2019 to September 2020, (c) how many investigators have been (i) recruited, (ii) trained and (iii) deployed to date and (d)(i) who is providing the training and (ii) what are the focus areas of this training?
(a) In the spirit of cooperation, the Western Cape Government is continuously engaging with the South African Police Service (SAPS) on the implementation of the Western Cape Safety Plan. We acknowledge that investigation of criminal activities is the main responsibility of the SAPS. In our engagements with SAPS on building additional investigative capacity, it was agreed that there were more effective avenues to realise this objective. Therefore, we have been actively pursuing a Problem Driven Iterative Adaptation (PDIA) process on safety, in collaboration with all safety stakeholders. Through this innovative methodology, we seek to unpack and develop solutions to complex problems. The problem statement for this PDIA process is “repeat offenders are not kept behind bars”, which will address investigative challenges among other issues. The Safety PDIA process was suspended due to COVID-19 but it is anticipated that it will be resumed as soon as feasible.
