a.What is the status of the Tygerberg Hospital upgrade project, (b) what is the expected date of completion and (c) what are the aims of this project?
a. The Department is revising the Feasibility Study in accordance with positive feedback and comments received from National Treasury following the 2018 submission for Treasury Approval:1 in terms of Regulation 16B pertaining to Public-Private Partnerships
b.The decision to redevelop Tygerberg Hospital was made by Provincial Cabinet in 2009. Due to the size and complexity of the Hospital its redevelopment is classified as a ‘megaproject’ and the support of not only provincial but also national stakeholders is required. A Project Office was set up in accordance with National Treasury Regulations and commenced preparation of a Feasibility Study in 2012. A process of consultation and refinement of the draft Feasibility Study commenced in 2017. Further refinement and consultation is underway following positive feedback and constructive comments received from National Treasury in October 2018.
c. This megaproject aims to improve Health infrastructure for the people of the Western Cape by replacing the current inefficient and ageing Tygerberg Hospital – which has become increasingly costly to maintain – with two modern, efficient facilities equipped with 21st century technology:
1.A new 550-bed Regional Hospital offering Level 1 and 2 services on a site procured for this purpose at Belhar.
2.A new tertiary facility on the Tygerberg Hospital estate, thereby maintaining the facility’s close linkages with higher education institutions for training health professionals and technologists. The development is planned to allow for expansion, with commissioning of 800 beds as Phase One of an 1100-bed Central Hospital offering Level 2 and 3 / quaternary service.
