      1.Whether the challenges regarding the leasing of land faced by the Grootkraal UCC Primary School have been brought to her attention; if so, what are         the relevant details;

      2. whether it has been brought to her and her Department’s attention that the retaining wall in the parking area of the school was allegedly destroyed              by the property owner; if so, (a) what are the plans to fix the wall and (b) what action will be taken against the property owner?

Answer Body: 

  (a)    No, not until now.

            (b)    Eden and Central Karoo District office became aware of the construction of the retaining wall via a letter from the District Roads Engineer from Oudtshoorn (Annexure A).

Upon investigation by the Circuit Manager it was found that the principal appointed a building contractor to erect the retaining wall without municipal approval and disregarding the procedures to embark on infrastructure developments at the school.

The Circuit Manager further established that the principal opened a case of sabotage at the local police station as he suspects it might be the owner of the farm.

The South African Police Service is still investigating the matter. The principal was requested to submit a progress report to the Circuit Manager before or on the 30 June 2020 and was further requested to submit future infrastructure needs to the WCED for approval.

The WCED will refer the matter to legal services for further advice.
