The Provincial Treasury’s COVID-19 procurement reports no longer disclose the detail of the procurement per department.
- Why has his Department switched from providing detailed procurement reports to summarised information only;
With regard to the following procurement reports issued by the Provincial Treasury, can he provide details for the following listed amounts:
- Procurement report dated 01/10–31/10/2020, Issue 5, 30 October 2020, (a) Depart-ment of Education: (i) PPE expenditure of R37 723 215,97 and (ii) other COVID-19 expenditure of R2 135 704,46, (b) Department of Health: (i) PPE expenditure of R14 930 167,85 and (ii) other COVID-19 expenditure of R39 314 373,25 and (c) Department of Transport and Public Works: (i) other COVID-19 expenditure of R17 491 598,63;
- Procurement report dated 01/11–30/11/2020, Issue 6, 31 December 2020, (a) Department of Education: (i) PPE expenditure of R27 480 774,70 and (ii) other COVID-19 expenditure of R404 933,02, (b) Department of Health: (i) PPE expenditure of R13 721 374,21 and (ii) other COVID-19 expenditure of R12 293 449,45 and (c) Department of Transport and Public Works: (i) other COVID-19 expenditure of R19 091 107,08?
The Western Cape Government was the first in South Africa to publish detailed Covid-19 procurement transactions, with our first monthly Procurement Disclosure Report going live in July 2020.
However, by October 2020, the National Treasury had developed a reporting tool with business intelligence capability where the full set of provincial procurement information is published monthly, including all the procurement transactions of all departments and entities in the in the Western Cape Government.
The Provincial Treasury is strongly supportive of this national initiative and so to improve efficiencies and reduce duplication of effort, the Procurement Disclosure Report was amended to complement the national reporting framework.
The Provincial Treasury therefore continues to disclose the detail of the procurement per department each month.
The Procurement Disclosure Report continues to disclose detailed information of procurement per department via National Treasury’s online dashboard which is embedded on the Provincial Treasury website so it’s easy to find.

In addition to including the same detailed reporting that had been included in our Procurement Disclosure Reports, the National Treasury’s online dashboard also allows for the comparison of procurement data across provinces and spheres of government and provided an electronic, downloadable format.
And so, Provincial Treasury have continued to publish the monthly Procurement Disclosure Report with a complementary summary detailing the expenditure focus per department, as well as the percentage of SMMEs who benefitted over the financial year.
To complement these developments, the Provincial Treasury is now also introducing a more advanced quarterly Procurement Disclosure Report that will be incrementally expanded beyond Covid-19 expenditures, which will significantly enhance information available for oversight and analysis, in keeping with the broader supply chain management reform programme in the Western Cape Government
