1. What are the amounts owed by each municipality in the province to (a) water boards or the Department of Water and Sanitation and (b) SARS;

2. whether each municipality has payment agreements for each of the amounts owed in (1); if not, why not; if so, what are the relevant details;

3. which municipalities, if any, are facing litigation as the result of the non-payment of these debts;

4. whether criminal charges have been brought against any municipality for any such non-payment of debts; if so, what is the value of the litigation (contingencies) faced by each municipality for the non-payment of these debts?

        2(1) Out of 30 municipalities in the Province, only one (1) municipality owing: a) the  Department of Water and Sanitation or/and Water board and b) SARS

In addition, the Department of Water and Sanitation indicated at a Joint MINMEC meeting with Human Settlements, Water and Sanitation facilitated by COGTA on 5 November 2020, that an amount if R1 789 000 is due to the Overberg Water Board in the Western Cape Province. This is the current balance within the 30-day payment category.

             (2) Discussions between Kannaland Municipality and the Calitzdorp Irrigation Board are underway.

             (3) None of the Municipalities are facing litigation due to non-payment of these debts.

                (4) None of the Municipalities have had criminal charges brought against them.
