With regard to his commitment during his SOPA address on 20 February 2020 that his government would build 30 security fences at schools in high-risk locations each year for the next five years:
1. Whether he can give an update on this commitment, including the (a) number and (b) details of the schools where the fences have been built in the 2020 academic year; if not, why not; if so, what are the relevant details;
2. (a) what are the details of schools that have been selected for the 2021 academic year and (b) what are the selection criteria for these schools;
3. whether there has been any changes to the plan to build 30 security fences at schools each year for the next five years; if not, why not; if so, what are the relevant details?
The Western Cape Education Department confirmed during a meeting of the Standing Committee on Education that the 30 school fencing projects planned for this year (2020/2021) would still be completed. However, as with every other aspect of our budget, the budget cuts made by national government have put future infrastructure projects over the MTEF in jeopardy.
The Department of Education provided the following information:

For the current 2019/20 financial year the list of 31 (thirty-one) schools are:

- Caradale Primary School;

- H Venter Primêre Skool (Cape Winelands Education District);
- Hawston Secondary School;

(2) (a) For the next 2020/21 financial year, at present, 28 (twenty-eight) of the total 30 (thirty) schools have been finalized. The list of 28 (twenty-eight) are:

- Florida Secondary School;
- Heathfield High School;
- Hillcrest Secondary School;
- Hopefield Hoërskool (West Coast Education District);
- Kairos Primary School;

- Meulenhof Primary School;
- Mount Pleasant Primêre Skool;
- Nobantu Primary School;
- Nomsa Mapongwana Primary School;
- Northpine Primary School;
- Olympia Special School;
- Orchard Primêre Skool;
- Porterville Hoërskool;
- Protea Primary School (Bonteheuwel);
- Siyabulela Primary School;
- Spineview Primary School;
- St Andrew’s Primêre Skool (West Coast Education District);

(b) The criteria used for identification of schools for the 2019/20 & 2020/21 financial years are:
- Record of CEMIS / SEMMIS security-related notifications received.
- Engagement with Education District Offices to identify their priority security concerns;
- Safe Schools’ telephonic survey described simplistically the condition and or lack of existing perimeter fences. Priority was given to those schools identified as having “no fence” with such being verified on-site. Leased Schools were excluded.
(3) There are no changes to the plan. The criteria used for identification of schools other than those listed & future years’ schools are:
20 (twenty) of the 30 (thirty) schools are in violent crime hotspot areas.
- 5 (five) of 30 (thirty) are non-Section 21 (no fees) schools who’ve submitted CEMIS / SEMMIS requests.
- 4 (four) of 30 (thirty) schools are rural schools.
- 1 (one) of 30 (thirty) is a school not identified in advance that allows some flexibility.
