With regard to staff members who have been appointment at political offices and in the administrations of municipalities:
- Whether he can provide (a) a copy of the recruitment and selection policy of each municipality in the province applicable to the appointment of municipal officials and (b) a detailed list of the appointed municipal officials at each Western Cape municipality, including their (i) qualifications, (ii) job descriptions and (iii) salary levels; if not, why not; if so, what are the relevant details;
- (a) whether he can provide the relevant organisation structures approved by councils of each Western Cape municipality together with (b) the council resolutions approving such structures; if not, why not; if so, what are the relevant details;
whether all the vacancies for municipal officials must be advertised; if not, why not; if so, what are the relevant details?
- As the nature of the questions in (a) and (b)(i), (ii) and (iii) entails collecting and consolidating a voluminous amount of documentation and requires extensive detailed information, my Department is in the process of consolidating and sourcing the said documentation and information, which will be provided once the latter is completed.
18.2 (a)My Department is in the process of consolidating the organisational structures approved by Councils of each Municipality; (b) The Department is awaiting submission of the Council Resolutions approving such structures from Municipalities. Upon receipt of the information sought, my Department will make available the approved organisational structures and Council Resolutions approving such structures.
18(3) The advertisement of vacancies of municipal officials is subject to the policy directions of the municipal council, which must be consistent with applicable legislative prescripts and must ensure fairness, efficiency, effectiveness and a transparent personnel administration. In the case of vacant posts of Municipal Managers and Managers directly accountable to Municipal Managers, advertising is prescriptive as per the Regulations on Appointment and Conditions of Employment of Senior Managers published as GNR 21, in GG 37245 dated 17 January 2014.
