With regard to Conradie Park (Conradie Hospital Better Living Model):
(1)    (a) What are the residential opportunities in the Conradie Better Living Project, (b) what are the income ranges that qualify for these housing opportunities and (c) what are the timelines for their availability;

(2)    whether the project includes social housing; if not, why not; if so, (a) which is the social housing company and (b) what are the timelines;

(3)    what is the progress of the project;

(4)    whether the project accessed USDG funding from the City yet; if so, how much;

(5)    how do low- to middle-income families access or apply for these housing opportunities?

Social Housing

Rental stock only.

First phase of 432 units.

From R1,500 to R15,000 per month.

Construction of Phase One due to complete shortly with tenanting starting November 2021 and finishing February 2022.

FLISP

Available to Purchase.

Prices from R499,00 up to R820,00. 50% 2 beds, 30% 1 bed s & 20% studios.

First block of 266 units fully sold out.

Up to R22,000 per month gross income.

 

Construction started in May 2021 and due for completion May/June 2022.

Second block, 60 units, started sales 14th August 2021 & progressing well.

Open Market

Available to purchase.

Prices from R599,000 up to R1,450,000 for top penthouse 2 bed units.

First block of 148 units is 65% sold out.

No income or affordability restrictions.

Construction due to start in two months’ time, sales dependent.

 

(2)(a) Yes, the project includes a minimum of 1,250 Social Housing units in total.

 The SHI is Own Haven.

(b)   Phase 1 – 432 units – construction almost complete. Phase 2 – 656 units and

construction due to start in Q1 2022. Designs complete and approved by SHRA. Phase to follow thereafter.

(3)  The progress of the project is as follow;

  • All external road upgrades and internal bulk infrastructure are complete.
  • Construction of First phase of Social Housing – 432 units almost complete.
  • First FLISP block – 266 units – construction is progressing well.
  • First market residential block – 148 units – construction due to start in October 2021.
  • School negotiations progressing well with construction due to start Q1 2022 for a January 2023 opening (Phase 1).
  • Construction of convenience retail center also due to start in Q1 2022 with an opening in Q4 2022.

(4) The project accessed USDG funding from the City as per the rezoning approval    and project conditions.  R260m of the allocated USDG funding has been drawn down on to date.

(5) A database of interested parties has been kept since the project inception, dating back to October 2016. These parties who have registered their interest are being engaged, along with new interested parties who register their interest on the Conradie Park website, plus walk-ins and leads from Social Media. They all undergo the normal screening process to ensure suitability, income range and qualification for the various housing opportunities.

The influx of affordable first-time homebuyers has been sensational, and we are currently busy with the tenanting process for the first 432 Social Housing units. The relevant Ward councilors are being engaged with the process, as well as the relevant rate payers’ associations within the catchment area to ensure everyone is aware and on-board.
