On 17 February 2021 the Premier announced that the Province had acquired 130 hectares of land that will have the potential to create 13 000 housing opportunities:

  1. Where and in which neighbourhoods in each town and the city will the 13 000 housing opportunities be created, (b) how many opportunities will be created in each neighbourhood, (c) what is the nature of the housing opportunities (housing programme typology), (d) what progress has been made with the planning and development of each project, (e) when will the 13 000 housing opportunities be delivered to beneficiaries, (f) what is the connection, if any, of these 13 000 housing opportunities with the 10 000 housing opportunities announced by the former Minister of Human Settlements in his budget speech in March 2019 and (g) if these 13 000 housing opportunities exclude the 10 000 housing opportunities announced in March 2019, (i) what progress has been made with the planning and development of these 10 000 housing opportunities, (ii) where will these 10 000 housing opportunities be delivered and (iii) what land parcels have been secured by way of release, acquisition or power of attorney for the development of these 10 000 housing opportunities?

  1. Where and in which neighbourhoods in each town and the city will the 13 000
                housing opportunities be created?

The identified pockets of land are spread across the province but mostly located in the City of Cape Town in the Philippi, Hout Bay and Killarney Gardens areas, as well as a large portion of land that was acquired in the Overstrand Municipal Area.
 How many opportunities will be created in each neighbourhood?

My department projects that an estimated 13 000 opportunities could be created in the neighbourhoods. The total number of opportunities was estimated using a density of 100du/ha. This is a projected yield subject to a detailed feasibility to be conducted for each site.

  1. What is the nature of the housing opportunities (housing programme typology)?

A range of housing typologies are being planned for, consistent to the categories of needs of the prospective beneficiaries.  This ranges from mixed tenure and typologies including BNG, FLISP, and rental as well as mixed-use including commercial uses. We will be guided by the strategic direction of both the National and Provincial Government, especially to provide affordable housing opportunities.

  1. What progress has been made with the planning and development of each
                project?

The sites are all at different stages of planning and development at present.  Some projects, such as the land parcels acquired in Gugulethu as part of the Southern Corridor Airport Precinct Project, have progressed into construction already.  Other parcels, such as those acquired in Hout Bay, Philippi and the Overstrand municipal area, are still in the early planning stages with conceptual planning underway. It is expected that development rights for all sites would be in place by 2023 latest, with construction to commence in phases on each site as development rights are finalised and construction budgets are made available. 

  1. When will the 13 000 housing opportunities be delivered to beneficiaries?

The greatest dependency is the availability of funding for the construction costs.  Whilst the first 178 opportunities will be completed in 2022 already, the remainder will be programmed for delivery over the current and next MTEF period in line with the availability of funding. 


What is the connection, if any, of these 13 000 housing opportunities with the

  1.             10 000 housing opportunities announced by the former Minister of Human  
                Settlements in his budget speech in March 2019?

The previous 10,000 housing opportunities announced by the former Minister of Human Settlements in his budget speech in March 2019 was referring to a different set of land parcels identified at the time. All (except one) of the land parcels owned by National State entities, have to date not been made available to my department. Thus, the current projection of 13 000 potential opportunities is based on a new and more realistically achievable set of land parcels. 

  1. If these 13 000 housing opportunities exclude the 10 000 housing opportunities
     announced in March 2019,
  1. what progress has been made with the planning and development of these 10 000 housing opportunities,
  2. The 10,000 housing opportunities refers to opportunities that my department wanted to be realised on land it identified at the time, in the ownership of the National Department of Public Works (now National Department of Public Works and Infrastructure [NDPWI]), the Provincial Department of Transport and Public Works and the City of Cape Town.  To date, no decision has been taken by the NDPWI regarding the release of the requested land portions in their ownership.
  3.     where will these 10 000 housing opportunities be delivered?
  4. The identified land parcels were located in the following allotment areas: Bergvliet, Camps Bay, Oranjezicht, Parow, Cape Town, Simons Town, Southfield, Tamboerskloof and Zeekoevlei.  

what land parcels have been secured by way of release, acquisition or power of attorney for the development of these 10 000 housing opportunities?

The Oranjezicht precinct is in the ownership of the Provincial Department of Transport and Public Works, and the City of Cape Town.  It has been availed to the Department for planning purposes in terms of a power of attorney.
