With regard to the provincial government’s commitment to paying suppliers within 30 days of the completion of services and/or the delivery of goods:

  1. How many suppliers did the Western Cape Government pay in the last 12 months;
  1. whether there is any supplier payment from the Department of the Premier that is outstanding for more than 30 days; if so, (a) why is this the case and (b) what are the relevant details;
  1. what percentage of suppliers have been paid within (a) 30 days, (b) 60 days and (c) 90 days by the Department of the Premier over the last 12 months;
  1. whether the Western Cape Government has failed to pay any of it suppliers; if so, what are the relevant details;
  1. whether there is any supplier payment from the Department of Education that is outstanding for more than 30 days; if so, (a) why is this the case and (b) what are the relevant details;
  1. whether there is any supplier payment from the Department of Social Development that is outstanding for more than (a) 30 days, (b) 60 days and (c) 90 days; if so, (i) why is this the case and (ii) what are the relevant details?

 

Answer Body: 

       With regard to the provincial government’s commitment to paying suppliers within 30 days of the completion of services and/or the delivery         of goods:

  1. How many suppliers did the Western Cape Government pay in the last 12 months;

The latest 12-month information that is currently available covers the  period 01 January 2020 to 31 December 2020 (12 months). During this period, the number of suppliers paid by the Western Cape Government was 12 077.

  1. whether there is any supplier payment from the Department of the Premier that is outstanding for more than 30 days; if so, (a) why is this the case and (b) what are the relevant details;
  1. The latest detailed report analysing the Department of the Premier for December 2020, shows that there were nil invoices older than 30 days left unpaid.

  1. what percentage of suppliers have been paid within (a) 30 days, (b) 60 days and (c) 90 days by the Department of the Premier over the last 12 months;

For the period 01 January to 31 December 2020, the Department of the Premier has processed a total of 10 517 payment transactions.

  1. No of invoices paid within 30 days – 99.85% (a total of 10 501 invoices)
  2. No of invoices paid within 60 days – 0.246% (12 invoices)

(c) No of invoices paid between 60 and 90 days = 0.01% (1 invoice)    

  1. whether the Western Cape Government has failed to pay any of its suppliers; if so, what are the relevant details;

As at 10 February 2021 (the date on which the Western Cape Government reports to National Treasury on late payments) the Western Cape Government had nil instances of invoices in excess of 30 days not paid.

  1. whether there is any supplier payment from the Department of Education that is outstanding for more than 30 days; if so, (a) why is this the case and (b) what are the relevant details;
  1. Out of the 8 305 invoices paid by the Western Cape Education Department up until 31 December 2020, four (4) of the invoices were older than 30 days and had not yet been paid by the department.
  1. These invoices were infrastructure-related and were paid late as the work delivered was still in the process of being finalised and verified by the Department and Transport and Public Works (to ensure the correct conditions for transfer). Infrastructure payments do take a little longer to pay due to the necessary checks and balances in the sign off process.
  1. whether there is any supplier payment from the Department of Social Development that is outstanding for more than (a) 30 days, (b) 60 days and (c) 90 days; if so, (i) why is this the case and (ii) what are the relevant details?

As at 10 January 2021, for the month ended 31 December 2020, the Department of Social Development had nil invoices not yet paid. 100% payment had been reported for all invoices processed.

  1. No, invoices outstanding for more than 30 days;
  2. No, invoices outstanding for more than 60 days; and
  3. No, invoices outstanding for more than 90 days
