With regard to housing projects being implemented by local authorities in the Western Cape:
(a). How many municipalities are struggling to implement and complete housing projects in the Western Cape, (b) what are the reasons for the lack of implementation and (c) what steps is the Department taking to address this lack of implementation?

1.GARDEN ROUTE
(a) George Municipality
Knysna Municipality
Bitou Municipality
(b) George Municipality: The poor performance of the contractors.
Knysna & Bitou Municipality: poor management of supply chain processes.
(c) To address the issue, my department has now appointed developers to complete
the affected projects.

2.CENTRAL KAROO REGION
(a,b&c)Lack of internal capacity and delays in the planning applications
3. OVERBERG REGION
(a) Theewaterskloof Municipality
Projects:
- Beverley Hills project, Grabouw
- Rooidakke project, Grabouw
- Irak project, Grabouw
(b) Land invasions at Beverley Hills, Rooidakke and Irak.
(C) My Department will extend the Irak contract by 180 serviced sites in order to decant the families occupying portions of Rooidakke.
4.WEST COAST REGION
(a)Saldanha Bay Municipality
Projects:
- Laingville project
- Louwville project
- Green Village project
- Diazville project
2.CENTRAL KAROO REGION
(b) The lockdown was the result of the delays in the region.
(c) My department has had regular meetings with all stakeholders to fast track project applications. The appointment of contractors will now only be finalised by March 2021.
(a)Bergriver Municipality
Project:
- Veldrift Noodhoek Project
(b) Due to vandalism, intimidation and threats from the community, the project was stalled for a year. The project resumed in October with rectification, but vandalism is still a risk.
(c) My department together with the municipality is engaging with the communities to resolve the issues.
(a)Swartland Municipality
Projects:
- Kalbaskraal project
- Silvertown Chatsworth Informal Settlement
(b) For Kalbaskraal, delays from Eskom regarding the installation of electricity.
Silvertown Chatsworth Project, insufficient funds for Bulk Infrastructure.
(c) My department has met with Eskom to address the issue.
5.CAPE WINELANDS REGION
(a,b&c) Langeberg Municipality. Still in the planning stage. Municipality experiencing insufficient funds for bulk infrastructure.
(a,b&c) Stellenbosch Municipality. Municipality experiencing insufficient funds for bulk infrastructure
(a)Witzenberg Municipality
Project:
- Vredebes project, which is currently underway.
(b) 229 top structures are completed of which 50 are still vacant.
Delays in the installation of bulk electricity.
