With reference to her statement on 27 October 2020 regarding the proposed six new shelters for the Western Cape:
1. Whether the memorandum of understanding (MOU) has been signed at national level; if not, why not;
2. (a) what are the details of the six sites, (b) what is the availability of service providers to support these sites, (c) what are the needs that each shelter will fulfil and (d) in which ways will the provincial government support the fulfilment of such needs?
1. Yes, the MOU was signed.
2a. The shelters are based in the following municipalities:
- 2 x adjacent Properties in Bergriver Municipality, and will operate as one shelter managed by Siyabonga Huis van Danksegging
- 1 x shelter in Swartland Municipality managed by Community Cohesion
- 1 x shelter in Laingsburg Munispality managed by Famsa
- 2 x shelters in Hessequa Municipalty managed by Mosaic
b. Service Providers have been appointed for the shelters, as indicated above.
c. All shelters will operate as emergency shelters that will admit women and children who are victims of gender based violence for a period up to two weeks. The social worker will in the two weeks at the shelter conduct a safety and developmental needs assessment, to determine if victims can be reintegrated back into the community or be referred to a longer term shelter.
d. The Department of Social Development is contributing financially towards the unit cost per bed in the shelter, house mothers, security and OHS requirements and initial set up cost that includes furniture etc. required to comply with norms and standards. Furthermore, the Department will render the social work services at each shelter.
