With regard to COVID-19 procurement in the Drakenstein Municipality:

(1)(a) What PPE was procured by the Municipality, (b) what has been the expenditure to date, (c)-(i) which entities supplied which PPE and (ii) what was the value of their contracts and (d) how were the suppliers awarded the contracts;

(2)(a) what food relief was provided or funded by the Municipality, (b) which entities, companies or NGOs were appointed to provide and distribute food relief or food parcels, (c) what (i) were the quantities of food parcels distributed and (ii) was the cost per unit and (d) what procedures were used to appoint or contract these entities, companies or NGOs?

3.(1)- (a) Surgical masks, Aprons, Visors / Face shields, Protective coveralls, Digitalthermometers, Layer fabric cloth masks, Surface sanitisers and disinfectants, Hand sanitisers and disinfectants, Sanitising of buildings and Sanitising spray bottles

(b) R 742,580.49

(c)-(i) and (ii) Please find attached template containing the information.
(d) Through request for quotations.

(2)    (a) Drakenstein distributed vouchers to the value of R250 per recipient.
    (b) Valcare distributed the vouchers electronically via sms e-voucher system.
    (c);(i)   Vouchers to the value of R250 were distributed per recipient.
     (ii)  To date an amount of R 1,387,350 has been paid to Valcare NPC. Of this amount, R1,000,000 was from funding received from the Provincial Government (Local Government Humanitarian Grant) and R 387,350. 00 from own funds.


(d)      Valcare NPC was appointed by the Municipality as it has a network of over 200 Non-Profit Organisations (NPO’s) and Non-Governmental Organisations     (NGO’s) working under them. Valcare NPC was appointed in terms of Section 67 of the Municipal Finance Management Act, 56 of 2003 (MFMA).
