With regard to his Department’s rental stock:
(1) How much did his Department spend on (a) rates and (b) taxes in the (i) 2018/19, (ii) 2019/20 and (iii) 2020/21 financial years;
(2) whether his Department has any plans to assist those who are earning more than R3 500 but less than R22 000 per month with rental accommodation; if not, why not; if so, what are the relevant details;
(3) whether his Department has any cost recovery plan for costs incurred for the maintenance of and rates and taxes on rental units that have been unallocated in the past two financial years; if not, why not; if so, what are the relevant details?

14.(2) The Provincial Rental Allocations Framework, as part of its qualifying criteria, makes provision for the allocation of units to individuals earning between R1 500.00 and R22 000.00.
14.(3) My department, via its Rental Housing Turnaround Strategy, is developing a cost recovery plan which includes:
- An approved rental determination framework including the latest (October 2020) rental market valuation;
- An effective debtor management system in consultation with Legal Services to recover costs from tenants, which will lead to a revised debt management policy;
- Investigation of an electronic property management system; and
- To determine the best future use for rental stock and to put processes in place for further actioning.
