With reference to his reply to question 1 of the Written Question Paper dated 9 October 2020:

  1. (a) What is the cost of the committee to the City of Cape Town per annum since its inception and (b) what is the cost of (i) the chairperson’s salary, (ii) secretarial services, (iii) refreshments, (iv) committee activities and (v) travel and other dis-bursements;
  1. what “capacity building” activities have the committee exercised oversight over since its inception?

The question was referred to the City of Cape Town. The following response was received:

As provided for in the Annual budget. Committee Services support all committees of Council, MAYCO and Council and therefore no specific costs can be attributed to the support to an individual committee

(2) Capacity Building Activities

Various Training initiatives have been organised in the current year and this is reported to the Committee. The Terms of Reference give guidelines in respect of responsibilities. In terms of Government Notice 43246 dated 24 April 2020 Section 16, (2) A municipality must make provision in its budget for development and implementation of capacity building programme for a councillor during the term of office of that councillor (3) Capacity building programme consists of short courses or programmes and (4) The capacity building programme must take into consideration the capacity needs to  fulfil a councillor’s statutory obligations and affordability by a municipality.
