(1)    Whether his Department owns rental property in Gatesville; if so, (a) what is the number of the units, (b) what is the number of tenants who occupy the units, (c) what is the number of years that each tenant has lived in the property and (d) what are the monthly rental fees paid by each tenant in (i) 2014, (ii) 2015, (iii) 2016, (iv) 2017, (v) 2018, (vi) 2019, (vii) 2020 and (viii) 2021 to date;

(2)    what are the market-related rental fees for properties in Gatesville?

Answer Body:

(1)Yes, my department owns rental property in Gatesville.
(a)  136 units
(b)  133 households (3 units are vacant). The vacant units will be used as decanting units when renovating other units in line with the Sectional Title Act 95 of 1986.
(c)  See Annexure A
(d)  See Annexure A
(2)  Market-related rental is R4 500-00 p/m for a 2 bedroom, and R5500 for a 3 bedroom.
It should be noted that on 31 August 2005, a decision was taken by the then Premier of the Western Cape, Ebrahim Rasool, that the Gatesville units be sold to the tenants, and no new market-related rental was determined for the said flats. However, as units become vacant, the Department adopted the 2013 market-related rental determination for its Plumstead units to determine the market-related rental for the Gatesville units
