(1)    Whether his Department made any submissions to the Department of Trade, Industry and Competition on the Auto Green Paper on the advancement of new energy vehicles; if not, why not; if so, (a) what are the relevant details and (b) can a copy of the submission be made available;

(2)    (a) what are the current initiatives of the provincial government for components and component availability for the automotive sector in the province, (b) what is the current footprint of the automotive sector in the province, including in small- and medium-sized businesses, and (c) what are the current skill levels for automotive and related services in the province?

Question 8.1

(a)Comments were drafted by the Department of Economic Development and Tourism in collaboration with GreenCape, and submitted on behalf of the Western Cape Government on 04 June 2021.

b)  A copy of the submission as well as the gazette notice is attached as Appendix A and Appendix B, respectively.

Question 8.2

  1. What are the current initiatives of the provincial government for components and component availability for the automotive sector in the province?

The Western Cape government does not currently have specific projects and interventions for the automotive component manufacturing industry besides addressing specific ease of doing business challenges as required by the industry, as well as skills development programmes that are included in the tool, die and mould (TDM) industry by Production Technology of SA.

  1. What is the current footprint of the automotive sector in the province, including in small- and medium-sized businesses?
  • The SA automotive industry is reasonably small with most of the automotive component manufacturers located close to the major Original Equipment Manufacturer (OEMs) situated in Gauteng, Eastern Cape and Kwa-Zulu Natal.
  • The Western Cape automotive manufacturing sector employs approximately 2,500 people which represents 11% of the national automotive manufacturing sector and 5% of the total manufacturing employment in the Western Cape.

  1. What are the current skill levels for automotive and related services in the province?

According to Quantec (2021) for the Motor vehicles, parts and accessories sub sector which is the sector classification for the automotive and related services industry the skills profile indicates that 21% of the workforce are skilled, 62% semi skilled and 17% low skilled of the total number of people employed in this industry.

The skills profile is often compared to the occupation data for a particular industry.

  • The occupations related to the automotive industry as scarce skills by the MERSETA are:
