(1) What (a) is the number and (b) details of the Western Cape NPOs that have applied for COVID-19 funding from the Temporary Employer/Employee Relief Scheme (TERS), (c) how many applications have been approved and (d) what is the total amount received by each NPO;

(2) whether it has been brought to her attention that a case of fraud has been opened against a Western Cape NPO, whose details have been furnished to her Department for the purpose of her reply, which is accused of illegally applying for COVID-19 funding from TERS and of receiving money; if so, what are the relevant details;

(3) whether her Department provides (a) compliance and (b) anti-fraud training for Western Cape NPOs; if not, why not; if so, what are the relevant details?

Answer Body: 

(a) NPO Compliance training is the key feature of all DSD training offered to NPOs and government officials. In the last financial year 19/20 the Department trained 513 NPOs in the compliance requirements in terms of the NPO Act. Furthermore, 1552 NPOs were assisted with registration and compliance at the provincial NPO Help Desk. The department is also actively participating in the Know Your NPO Status Campaign launched by National DSD to encourage NPOs to check their compliance status. Many officials have also been trained to assist NPOs at regional level.

(b) Currently the Department is not doing anti-fraud training per se.  Prior to lockdown the department engaged with National Department of Social Development and facilitated a session with 100 NPOs in Somerset West where Financial Intelligence Centre (FIC) held a session on the prevalence of fraud and money laundering in the sector and how NPOs can guard against it
