During February 2020 the Programme Development and Implementation of the City of Cape Town’s Social Development and Early Childhood Development Department (SDECD) awarded a tender to the value of R1 232 011,64 to a certain company whose details have been furnished to his Department for the purpose of his reply:
(a) How was this company identified, (b) what procurement process was followed, (c) what was the tender, RFQ or other specifications for this project, (d) when was the tender advertised and (e) what was the qualification requirement for dealing with homeless people?
The question was sent to the City for a response, the City’s response was as follows: “This is an operational matter, and the City does not report to Mr Herron concerning its changes to operational matters.”
