What is the breakdown of the (a) consolidated rates and services debt and (b) outstanding debts to (i) Eskom and (ii) water boards per municipality in the province as at the latest date for which information is available?

Answer Body: 

(a) As at 31 May 2021, the organs of state debt, including current billings for the month under review, ostensibly owed to Western Cape Municipalities amounted to R385.882 million. See table below for a breakdown of the debt listing per municipality (Source Provincial Treasury).

(b) (i) The debt owed to Eskom by Western Cape Municipalities as per the Eskom S41 May 2021 report amounted to R1.577 billion of which the arrears amount to R125.624 million. See table below for a breakdown of the Eskom debt per municipality (Source Provincial Treasury)

(ii) The Overberg Water Board is the only Water Board within the Province and all accounts are timeously settled by Municipalities (Source Provincial Treasury).
