With reference to the reply to question 4 of 20 August 2021:

(1)    (a) What is the detailed breakdown of the expenditure, including (i) the cost per candidate and (ii) what does the cost per candidate include, (b) what is the full breakdown of those costs in (1)(ii), including how much was spent on (i) training, (ii) equipment and (iii) salaries and (c)(i) how long has it taken to get the candidates into the field and (ii) where have they been deployed;

(2)    (a) what is the detailed breakdown of the (i) R62 413 000 (Western Cape Liquor Authority), (ii) R27 644 724 (EPWP stipends), (iii) R21 939 000 (Chrysalis Academy) and (b) for each, what was the purpose as it relates to the LEAP programme?

                      (1)    (a)  (i)    The cost per candidate per year is R 497 371.

                               (ii)  The expenditure per candidate includes cost for training, uniform, equipment and salaries.

                        (b)  (ii)  (i)   The cost for training is R 23 856 per candidate.

                                    (ii)  The cost for uniform and equipment is R 57 500 per candidate.

                               (iii) The annual salary cost of a Law Enforcement Officer at entry level is R 416 015.

                                      (c)  (i)    It takes approximately 3 months to get candidates ready for deployment.

                                            (ii)  The areas of deployment include Bishop Lavis, Delft, Gugulethu, Harare, Khayelitsha (Site B) Kraaifontein, Mfuleni, Mitchells Plain, Nyanga, Philippi and Hanover Park.

The allocation is paid to the WCLA in 4 tranches during a financial year as a contribution towards the operational costs of the entity as set out in the annual Business Plans of the WCLA.  See attached Annexure A.

(b)          The Department have put in place several measures under the auspices of the Western Cape Safety Plan to eradicate crime hot spots and to bring an end to the violence in the Western Cape.

               The objective of the Western Cape Safety Plan is to halve the murder rate in the Province over the next ten years via integrated law enforcement, social cohesion and urban design responses. The LEAP and Western Cape Liquor Authority (WCLA) programmes aims to strengthen the Law enforcement and policing capacity to combat crime in the hot spot areas. The WCLA is required to contribute to the establishment of safe and cohesive communities in areas most effected by contact related crime. Nineteen (19) additional inspectors have been recruited to support the Area Based Teams. Such teams will include different law enforcement agencies. A collaborative approach is followed in order to maximise impact in each of the areas. Local responses will be evidence led to be most effective towards reducing alcohol related harms. Inspectorate efforts will include interaction with community structures to build trust and generate greater public participation. Such community involvement may facilitate public interest input on applications received at the Western Cape Liquor Authority and also inform operations to target errant.

              The Chrysalis Academy and EPWP Programmes are violence prevention programmes that provides opportunities for capacity building and skills development for vulnerable groups. These violence prevention programmes include training and placement programmes that provide opportunities for young people, thereby diverting them away from crime. The Chrysalis Academy offers youth a 3-month residential training programme to deepen their resilience and unleash their potential through mental, physical, emotional, spiritual and skills development.  Work placement opportunities are offered, where youth are placed with safety partners including municipalities, Western Cape Government Departments and Non-Government Organisations.
