With reference to the Mau Mau Housing Project:
(a) What is the current status of the Mau Mau Housing Project, (b) what are the details of the housing allocations in the Mau Mau Housing Project, (c) how many housing opportunities are there in the Mau Mau Housing Project, (d) how many houses have been completed, (e) how many houses are still to be completed, (f) what are the (i) delays and (ii) causes of the delays with the project and (g) how will the delays be resolved?
(a) What is the current status of the Mau Mau Housing Project?
The project is broken into 5 phases with a combined yield of 1019 housing opportunities. It comprises of:Phase 1: 223
- Phase 2: 226
- Phase 3: 191
- Phase 4: 191
- Phase 5: 188
Different contractors were appointed to implement the project and progress is at various stages. Two out of the five contracts were terminated due to poor performance and my department is currently in the process of appointing new contractors to complete the construction of the units. The other phases are at various stages of implementation with an anticipated completion date of October 2021.
(b) What are the details of the housing allocations in the Mau Mau Housing Project?
The project is being implemented in 5 phases compromising of:

- Contractors’ poor performance
- Vandalism/theft and illegal occupations by community
- COVID-19 pandemic
- Community unrest
(g) how will the delays be resolved?
The appointment of a new contractor through a limited bid tender process.
- Apply contractual penalties to pressurise the contractor to finish the project.
- Section 55(4) (b) clearance obtained to process with building plan submission and approval as an interim measure.
- Engage the City of Cape Town’s Water and Sanitation to urgently and jointly resolve sewer connection issues and once resolved apply for S137 clearance.
- Engage Project Steering Committee (PSC) to assist with community/labour/sub-contractors’ issues.
