With regard to the apartheid-era migrant labour hostels in Langa, Gugulethu and Nyanga in Cape Town:

  1. (a) What is the total number of (i) unrefurbished or (ii) transformed into family units hostels in each of the three townships, (b) for each, identify by (i) name and (ii) location the (aa) City-owned hostels, (bb) privately owned hostels and (cc) so-called “grey” hostels (hostels that were privately built on public land);
  1. whether there are any other hostels unrefurbished or untransformed not included in the three “categories” above; if so, (a) what are the details, (b) what is the plan to transform each of these hostels into family units and (c) when will each planned transformation be complete;
  1. (a) how many and (b) which (names and locations) of the privately owned hostels have been abandoned or are no longer managed or maintained by their private owners and (c) what is the plan with the privately owned hostels;
  1. whether there are plans to expropriate the hostels in (3); if not, (a) why not and (b) how will the living conditions in the privately owned hostels be improved; if so, who will expropriate these hostels;
  1. whether compensation will be paid; if not, why not; if so, (a) why and (b) how much;
  1. whether the owners will be required to repair the buildings so that they are appropriate for human habitation; if not, why not; if so, what are the details of the action taken to date;
  1. what is the government’s plan with the so-called “grey” hostels;
  1. whether the Province regards the “grey” hostel as public housing; if not, why not; if so, (a) why and (b) how many people are currently residing in public, private and “grey” hostels?
Answer Body: 

(a)(i)  Un-refurbished Hostel Units:

  • Langa:  6666
  • Gugulethu:  4317
  • Nyanga:  1186

(ii)  Transformed (exact number of units are not available at this stage)

  • Langa:  (Annexure A – All areas encircled in yellow)
  • Zone 25 @ Zone 25
  • A portion of Zone 26 @ Zone 26
  • A portion of Zone 24 @ Zone 24
  • A portion of Zone 20 @ Zone 20
  • A portion of Zone 1 @ Zone 1
  • A large portion of the New Flats complex;
  • The Hamilton Nake Square
  • Gugulethu:  (Annexure B – All areas encircled in yellow)
  • Roughly 60 Hostel Blocks within the Khikhi area;
  • Nyanga:  (Annexure D – All areas encircled in yellow)
  • There are a number of transformed family units interspersed  between the existing hostel blocks within the area. These can best be seen in the attached drawing.  They are all from among blocks F, G, J, K, L and are located in the Hlazo and Super Nkatazo Hostel Areas.

       (b)(i)(ii)  The locations for each hostel can be seen in the attached drawings (Annexure  A, B, C, D)

            (aa)  All City owned Hostels and Grey Sector for each area can be seen in the attachments circled in either “red” or “yellow”.  At this stage Grey Sector Hostels are treated no differently to Public Sector Hostels and as such they form part of the HostelsTransformation Programme.

            (bb)  All privately owned Hostels for each area can be seen in the attached drawings   circled in “blue”.

            (cc)  See point (aa).

            (2)(a)(b)(c)  None

            (3)(a)(b)(c) None

            (4)(a)(b) At this stage the City does not have intention to expropriate privately owned Hostels due to the significant capital outlay that would be required                   to transform them in future.

            (5)(a)(b) See point 4.

            (6)  The Environmental Health and /or Building Inspectorate will make this decision and not Department Human Settlements.

            (7) All City owned Hostels and Grey Sector for each area can be seen in the  attachments circled in either “red” or “yellow”.  At this stage Grey Sector Hostels are treated no differently to Public Sector Hostels and as such they form part of the Hostels Transformation Programme.
