(a) Whether the Premier will list all the exclusive powers and/or competencies he has that he used to give instructions for the Western Cape to be on full alert during the public riots and looting that took place early to mid-July 2021 and (b) what those instructions were in each case?

Answer Body: 

(a) When the unrest and looting emerged in the Gauteng and KwaZulu Natal provinces, I convened a series of meetings and discussions involving, amongst others, provincial departments, the City of Cape Town metropolitan municipality, district municipalities and local governments  in the Western Cape, the South African Police Service, faith-based organisations, Heads of Consular Corps and the business community to collectively monitor the situation in the province and to ensure that immediate and effective steps could be taken should any unrest or looting occur, or threaten to occur, in the province. I did so in my capacity as the head of the provincial executive of the Western Cape Government, under the constitutional obligation to take all reasonable and necessary steps to promote and safeguard the fundamental rights of all people who reside in the Western Cape. It was clear that a pro-active, integrated and multi-disciplinary approach was required to fulfill that obligation.
