  1. (a) What is the number of houses that have been destroyed in (i) Taiwan and (ii) Masiphumelele in fires in the informal settlement between November 2020 and January 2021 and (b) what are the details of the support provided by his Department and the City of Cape Town to the families that lost their homes in the fires in the informal settlements of Taiwan and Masiphumelele recently;

 

  1. what are the (a) detailed plans, (b) budgets and (c) clear timelines for the provisioning of adequate housing in (i) Taiwan, (ii) Masiphumelele and (iii) Nomzamo in Strand?
Answer Body: 

(1)(a)(i) Taiwan - 141 structures were affected with 130 informal structures destroyed      and 11 formal houses partially damaged.

      (ii)  Masiphumelele - 1100 informal structures were destroyed.

      (b) My department submitted a funding application to the National Department    of         Human Settlements to assist with the short and long term relief. The City of Cape Town       assisted with the clearing of the sites, the re-instatement of services that were damaged and the construction of temporary structures. The reconstruction process is still       underway.

            (2)(a)(b)(c)(i) Taiwan:

 

  • The conceptual development framework outlining housing typologies, land uses including socio-economic facilities has been completed and workshopped and approved by the community.

 

  • The Department is currently busy with statutory processes:
  • Water Use License Application, Town Planning and Environmental Authorisation.

 

  • An enumeration study completed in November 2020 confirmed a housing demand of 4500 households.

 

  • The budget for this project will only be finalised once the necessary statutory processes are concluded. 
  • The implementation timelines cannot be confirmed at this stage due to the unavailability of land for decanting and the afore-mentioned statutory process which are outside the Department’s authority. All potential land parcels within proximity of the settlements were invaded.  Discussions are on-going with the City of Cape Town and other stakeholders to secure new land parcels.

 

(2)(a)(b)(c)(ii) Masiphumelele:

 

  • The City of Cape Town was working on the new development for Masiphumelele and the recent fires necessitated the acceleration of the plan. A decision was taken to review and repackage the plan to ensure that all (2800) households are accommodated in the project.

 

  • The development proposal was presented and adopted by the community and comprises of high-density walk-up units.

 

  • My department working closely with the different authorities is currently facilitating the approval of statutory processes.

 

  • My department also applied for Emergency funding from the National Department of Human Settlements which was subsequently approved for construction of 1100 ABT(Alternate Building Technology) units as part of phase 1 of the development.

 

  • Supplementary applications will be submitted to National Department of Human Settlements and City of Cape Town for the construction of additional ABT units and installation of services respectively.

 

(2)(a)(b)(c)(iii) Nomzamo in Strand:

 

  • The City of Cape Town has recently secured various land parcels within the area and is currently undertaking planning studies.
