With reference to the reply to question 8 of 20 May 2021:

What are the reasons for the Department of Cooperative Governance and Traditional Affairs not having provided any recommendations, guidance, advice or suggestions to the South African Local Government Association (SALGA) or the relevant bargaining council regarding salary negotiations?

Answer Body: 

The reason that the Department of Cooperative Governance and Traditional Affairs has not provided any recommendations, guidance, advice or suggestions is that parties to negotiations on the salary and wage agreements are the South African Local Government Association (SALGA), the Independent Municipal and Allied Trade Union (IMATU) and the South African Municipal Workers Union (SAMWU).  I am advised there is no legislative provision that empowers the National Minister to provide such recommendation, guidance, advice or suggestions to these parties or the South African Local Government Bargaining Council.
