According to the Second Adjustments Budget, the Department of Education transferred R40 million to the Department of Transport and Public Works for the Department of Education’s office relocation and refurbishment:

 

  1. Whether the relocation is to (a) a provincial building or (b) leased office space; if (a), to which building; if (b), (i) when was the lease concluded, (ii) when does (aa) the lease commence and (bb) it terminate, (iii) what is the gross lettable area (GLA), (vi) what is the total value of the rental, (v) what is the cost of the relocation, (vi) what is the cost of the refurbishment and (vii) what are the details of the refurbishment;

 

  1. whether the refurbishment include a private bathroom for the Minister of Education; if so, what (a) are the details and (b) is the cost of the bathroom?
Answer Body: 

(a) and (b) The relocation is to both a provincial building; i.e. Alfred Street and leased space at the ENS House.

 

(b) (i)   The lease was concluded during 2020 and (ii)(aa) commenced 1 December 2020 with beneficial occupation of 3 months and (bb) will terminate 28 February 2026. 

(iii)        The gross lettable area (GLA) is 18 434m² with (vi) a total rental value of R295 630 177.89. 

(v)        The relocation to the new accommodation is a WCED responsibility and for their cost.

(vi)       The refurbishment cost of the ENS House is currently at R132 714 891.00, which excludes ICT and relocation costs.  The refurbishment cost of the Alfred Street records keeping facility is currently at R38 473 716.00, which excludes ICT, specialised furniture and relocation costs. 

(vii)       The refurbishment of the ENS House is to accommodate the new WCED Head Office, which includes fit-out, office furniture, access control and security installations of floors Ground and 5 – 14. The office space design is in accordance with the WCG: Office Accommodation Norms & Standards.  The refurbishment of the Alfred Street facility is for off-site records keeping (registry), which includes fit-out, office furniture, access control and security installations of the 2nd floor, Block B.

 

(2)        The refurbishment does not include a private bathroom for the Minister of Education.
