With regard to the Western Cape Safety Plan:

 

  1. (a) How many Law Enforcement Advancement Programme (LEAP) officers have been employed by the City of Cape Town, (b) how many LEAP officers have been deployed in terms of the Western Cape Safety Plan, (c) which “crime hotspots” have “neighbourhood safety teams”, (d) how many LEAP officers have been deployed in these teams to each “crime hotspot”, (e) how many LEAP officers have been appointed to the Safety and Security Investigations Unit (SSIU) to conduct “shadow investigation of criminal cases”, (f) where have these SSIU officers been deployed, (g) how many LEAP officers have been appointed to the “Area-based Reaction Crime Prevention Teams”, (h) how many LEAP officers have been appointed to operate in each area and (i) how many LEAP officers have been appointed to the Anti-Land Invasion Unit;

 

With regards to the proposed appointment of “safety ambassadors”:

 

  1. (a) what is the function of the “safety ambassadors”, (b) who will appoint them, (c) how many will be appointed and (d) where will they be deployed?

(h)    The target was to allocate 100 officers to the 5 priority areas. The breakdown per area has been answered above in the response to question (d).

3.       (2) (a)    The Safety Ambassadors will work closely with Area Based Teams in the identified hotspot areas and will focus on schools and municipalities within communities. The Safety Ambassadors will seek to put in place targeted, comprehensive and integrated interventions that seek to strengthen youth referral pathways, reduce violence and increase social cohesion in communities as well as facilitate linkages to services, opportunities and support to young people and their families.

(b)    The Safety Ambassadors will be recruited from the local communities that constitute the Hotspots in the Recovery Plan and will be recruited in collaboration with local municipalities and Area Based Teams.

(d)    The Safety Ambassadors will be deployed at various locations such as schools, public facilities, sports locations etc. close to youth.
