With reference to the Year Beyond data programme:
(1) For the most recently graduated cohort, (a) what were the criteria used to select the individuals for the programme, (b) where in the province do they reside and (c) after the individuals were sent to their workplaces, does programme continue to support them in any way;
(2) whether there are any plans for the programme to continue for a new cohort; if so, what are the (a) details and (b) time frames for this;
(3) whether there are plans to expand the programme to include more participants; if so, what are the relevant details;
(4) what other interventions does her Department support in the fight against youth unemployment?
1. YearBeyond Data
a. The first pilot cohort on the data programme only graduates in December 2021. They completed their full-time training in February and began their practical placements in March 2021. The criteria used to select all participants was as follows:
• Must have not participated in any other YearBeyond programme streams nor been part of a government programme for longer than six months
• Aged between 18 and 25
• South African Citizen
• Unemployed
• Must reside in Cape Town
• Previous exposure to computers, end user computer or CAT at matric level
• CapaCiTi presented Harambee with a recruitment brief detailing minimum requirement and the below competencies guided the recruitment and selection process:
• Base computer knowledge – end user computing test to be included in recruitment.
• Demonstrated ability and interest in working with data (Logic assessments to be
• conducted)
• Ability to follow instructions.
• Ability to self-motivate.
• Passionate about self and technical development
• Further assessments and criteria for this programme entailed:
• Clear Criminal record, ITC credit check clear and verified Matric qualification.
• Online assessment for typing speed and accuracy and basic computer knowledge was also conducted.
b. The pilot programme was only offered in the Cape Metro. Participants were drawn from across the metro
c. The programme continues to support them until December with personal and professional development, on-going mentoring and technical support and progression support to ensure they exit the programme into a job or studies in institutions of higher learning.
2. The programme was a co-funded programme with Jobs Fund. At this stage there is no funding committed for a second cohort, although fund-raising efforts continue.
3. YearBeyond is the provincial flagship youth service programme. It is offered across the province with existing programmes in Cape Winelands, Overberg, Garden Route and the Metro. In 2021 there will be 946 youth on the programme. The programme currently works in over 100 schools offering academic support and/or scouting. There are plans to expand and will be launching an @home learning stream in Cape Winelands and West Coast in April/May and a library reading stream in Theewaterskloof in April/May. Every youth on the programme is given a meaningful work experience, work readiness and on-the-job training, access to a mentor and support to explore post programme study or work opportunities. On exit youth continue to receive support via the YeBo Alumni Network launched this year.
