With reference to the recent reports regarding the outbreak of African Swine Fever (ASF):

(a)    When was this outbreak of swine fever first identified, how many pigs have been culled to date due to this outbreak, (c) what measures were put in place to prevent the spread of African swine fever, (d) how effective have these measures been and (e) which law enforcement agencies are responsible and able to enforce regulations regarding the transport of infected animals in order to prevent the spread of diseases?
 

Answer Body: 

(a)    The outbreak of African Swine Fever [ASF] was confirmed through laboratory diagnosis early in March 2021. It was reported that animal started dying after the festive season. Presentation of reported cases did not fit classical clinical profile of ASF. Normally high mortality rates are reported with ASF outbreaks, which is not what is happening with this outbreak. 
(b)    Total number of pigs culled to date is 240 pigs from 7 farms. 
(c)    The affected area was placed under quarantine with restrictions placed on movements of animals. A ban was placed on Livestock auctions. Farmers are encouraged to observe strict biosecurity measures. Strict secured and hygienic protocols to be observed when carcases are disposed. Farmers were supplied with lime and disinfectants / virucidal remedies effective against ASF. 
(d)    These measures are effective in preventing further spread of the disease when strictly observed. The area has animal population of about 5353 pigs spread amongst 150 farmers. The disease has progressed very slowly with positive animals having been confirmed in only 9 farms to date.  Farmers’ cooperation and observance of biosecurity is vital for disease containment and control. 
(e)    Animal Disease Act [Act 35 of 1984] makes it a criminal offence to transport infected animals. Municipal by-laws regulate keep of animals in urban settings. South African Police Services [SAPS], Metro Police and Traffic Police officials are responsible for enforcement of these controls. Animal Protection Act administered by Society for the Prevention of Cruelty to Animals [SPCA] stipulates conditions with which animals can be kept and transported.  
Law Enforcement officials have up to date rendered a stunning job and supported prescribed control measures.
