- What does the oversight function of her Department entail regarding security staff or access-control staff at the various health facilities;
- whether the specifications for these services include the values, mission and vision of her Department; if not, why not; if so, what are the relevant details?
Answer Body:
- The oversight function is provided at various levels and within the Western Cape Government. At facility level, the contract manager oversees the daily functioning of the security guards which include access control, patrolling, monitoring, etc. At Substructure and District level, the Supply Chain and Finance unit oversees the contract administration in terms of payments, penalties and performance.
At Head Office level, the Security Services Unit provides oversight of the Contract, Service Provider Performance, compliance to the Service Level Agreements and strategic management. Monthly Security Contract Performance Reports including a summary of incidents are shared with Top Management. The Department of Community also provides independent oversight of the operational processes of the guards and monitoring and evaluation as per the Memorandum of Understanding.
- Yes. The specifications for security services include the values, missions and vision of the Department. This is part of the Service Level Agreement between the Service Provider and the Department.
