With regard to the use of the Integrated Spatially Enabled Response Management System (ISERMS) by the City of Cape Town:

(a) When was this system implemented by the City of Cape Town, (b) what (i) was the purpose and (ii) were the intended outcomes of the system, (b) what is the total investment associated with this system, including the (i) cost of installation and (ii) servicing and maintenance cost of the system, (c) what are the details of the company that installed the system for City of Cape Town, (d) when was the system activated and (e) how did it assist in improving safety in the city?

Answer Body: 

                (a)    The question refers to a  system utilised by the City of Cape Town and should therefore be directed to the City for a response.

                 The question should therefore be posed to the City of Cape Town.

                 (e)   The City of Cape Town provided me with the following response:

                 The system was utilized from 2005 – 2015 and assisted with the improvement of safety in the City in the following ways:

•  The historical data allowed for operational planning, especially proactive policing.

•  Immediate response to incidents waspossible.

•  The system allowed for call takers to ensure that locations of incidents was easily identified via the spatial mapping.

•  Also enabled multiple calls for the same incident to be effectively managed.

•  Prevent the over response to incidents.

•  Was able to identify the closest response unit available for immediate and speedy reponse.

•  Minimised unnecessary dispatching of resources.

•  Ensured that all operational members were visible on the system for easier dispatching and response.

•  Enabled managers to effectively monitor resources and also enabled easier cross-pollination of resources when required.
