Whether his Department has paid and/or made any transfers of funds to municipalities for the payment of security contracts for housing projects in (a) 2014, (b) 2015, (c) 2016, (d) 2017, (e) 2018, (f) 2019, (g) 2020 and (h) 2021 to date; if so, what (i) are the relevant details, (ii) is the detailed breakdown of the expenditure per municipality and (iii) are the details of the companies that benefited?
(a)-(h)(i)(ii)(iii) My department does not transfer funds to Municipalities for the payment of security contracts for housing projects. The provision of security costs is the responsibility of the contractor. However, in certain circumstances the department is required to step in by making funds available for protecting vacant land and completed units against invasion and vandalism. An example of this was an incident in Beaufort West in the 2019-2020 financial year where it was necessary to pay for additional security costs in order to stop vandalism which was fuelled by elements of gangsterism.
In order to quell the situation, my department accordingly made available to Asla an amount of R577 737.00 during the said financial year.
