What is the total number of SAPS members in the province who have transgressed the policy on the use of official vehicles in contravention of the South African Police Service Discipline Regulations in the (i) 2018/19, (ii) 2019/20 and (iii) 2020/21 financial years up to the latest date for which information available, (b) what was the nature of the transgression in each case and (c) what action was taken against these members in each case?

Answer Body: 

The South African Police Services informed me as follows:
    (a)    (i)    309 members
        (ii)    261 members
        (iii)    229 members

    (b)    Drunken Driving – 30
        Failure to comply with N1 4/2011 – 117
        Misuse of state vehicle – 24
        Reckless and Negligent Driving – 321
        Traffic Violation – 246
        Unauthorised use of state vehicle – 117
        Note: A member can have more than one transgression in a case and will be charged accordingly.

    (c)    Not guilty – 17
        Members resigned – 2
        Corrective counselling – 147
        Verbal warning – 86
        Written warning – 76
        Final written warning – 55
        Suspension without salary – 5
        Dismissal – 6
        No steps – 320 (Members not at fault of transgressions)
        Disciplinary hearing in progress – 25
        Under investigation – 66
        Note: A member can be sanctioned with more than one sanction per transgression.
